On February 13, it was held the reporting election of young scholars of Sumgayit State University.

Vice-rector for Science and Innovations of the University Professor Ramazan Mammadov commenced the meeting with welcome speech, hailed the participants and briefed about state care and attention to young scientists and specialists. Noting that the national leader Heydar Aliyev and his worthy successor President Ilham Aliyev signed a number of decrees and orders for the development of science and education, he stressed that today highly qualified specialists and scholars are trained to meet the needs of the country"s economy, addressing the youth policy at the university. He said that the special attention and care given by President Ilham Aliyev to the development of education has not gone beyond Sumgayit State University. “By the decision dated 27.12.2019 of the Presidium of the Supreme Attestation Commission under the President of the Republic of Azerbaijan (protocol 14-R), the Dissertation Councils for the defense of Ph.D. dissertations at 6 specialties and Young Scholars Council were instituted at Sumgayit State University”.

The pro-rector noted that the university has taken important steps towards the involvement of young people in scientific and organizational activities on a wider scale. He noted: “The result of the state"s attention to education today is that young researchers are being trained in universities and research institutes, which increases hopes for the future of Azerbaijani science. The scholarships of students of Higher, Secondary special and Primary vocational education have been increased in accordance with the Decree dated February 14, 2019, issued by President Ilham Aliyev "On granting scholarships to doctoral students, and students of higher education, secondary special and vocational education institutions." Certainly, these documents are an indication of the state"s attention to the development of education and care for students and future scholars. The decisions made today by the Head of State to ensure the integration of science and education in our country, the involvement of young people in education, science and intellectual activity, improving the material welfare of students and stimulating the scientific activities of young scientists play an important role in encouraging young scientists. In recent years, a state program on Azerbaijani youth has been adopted; the State Program on education of Azerbaijani youth abroad has been successfully implemented, and the Strategy for Azerbaijani Youth Development for 2015-2025 has been approved.

Then PhD in philology Khayala Mursaliyeva, the senior teacher of the Department of the Azerbaijani language and its teaching methodology was elected the chif of Young Scientists Council, doctoral student Lamia Heydarova, the teacher of the Department of Foreign languages – the secretary and doctoral student Aysel Garibli, the senior laboratory assistant of Department of Solid state and semiconductor physics – deputy head according to the "Regulations on the Council of young scientists", adopted at the meeting of the Scientific Council of Sumgayit State University (Protocol No. 3) dated 02.12.2015.
