The next online meeting of the Scientific Council of Sumgayit State University was held on May 21.

Welcoming the participants, Rector Professor Elkhan Huseynov said that the situation in the country was under control due to the foresight of President Ilham Aliyev in the fight against the coronavirus pandemic, his immediate response to the events, and the number of people infected with the virus is decreasing day by day. In order to prevent infections and continue medical-prophylactic, disinfectant and other preventive measures in all educational institutions located in the country, from March 10, 2020, the educational process was suspended and all public events in the country were postponed in accordance with the Order of the Cabinet of Ministers. All the opportunities of our state were aimed at preventing the epidemic and eliminating its consequences. Suspension of education in schools, timely closure of borders, commissioning of a new modern hospital, import of necessary medical equipment, allocation of social benefits and assistance to low-income families, payment of tuition fees for students from socially vulnerable groups, and most importantly, moral support , "We are strong together!" All this work has proved that President Ilham Aliyev cares about the health of the people above all else. He has once again proved that he is able to continue the work started by the national leader. Along with President Ilham Aliyev, First Vice President of the Republic of Azerbaijan, President of the Heydar Aliyev Foundation Mehriban Aliyeva also pays special attention to the progress of education in Azerbaijan, including the provision of food aid to hundreds of thousands of low-income families during the quarantine period. As a continuation of the work done in our country, during the quarantine period, the entire staff of Sumgayit State University, as always, showed with their practical work that they were always with our esteemed President. The teaching staff joined the call to "STAY HOME" and continued to teach students distance learning using various programs. Rector Professor Elkhan Huseynov, referring to the course of training, said that due to the suspension of classes due to the necessary measures to combat coronavirus, in accordance with the instructions and recommendations of the Ministry of Education, the teaching process at Sumgayit State University has been organized online using WhatsApp messaging system, Zoom online conference program and Microsoft Teams platform, and offline form using distance learning Moodle system and WhatsApp.

The rector noted that the Cabinet of Ministers of the Republic of Azerbaijan has made changes to some measures to eliminate the negative impact of the Coronavirus (COVID-19) pandemic on the educational process in educational institutions of the country. He informed the members of the council about the requirements arising from these changes. He noted that taking into account the organization of the spring semester of the 2019/2020 academic year online, the organization of the examination session in accordance with existing rules, ensuring transparency and objectivity in the assessment of students" knowledge, conducting examination sessions on the basis of existing regulations, specific tasks have been set before the deans of faculties and heads of departments in order to promptly investigate each complaint received by the headquarters and take the necessary measures, to conduct transparent and objective examinations before the session. Natig Talibov, vice-rector for Teaching Organization and Training Technologies, informed about the state of preparation for the exam session of the spring semester of 2019/2020 academic year and changes in the conduct of the State Attestation and examination session in connection with the Coronavirus Pandemic. The Cabinet of Ministers" Resolution No. 179 of May 18, 2020 "On some measures to eliminate the negative impact of the coronavirus (COVID-19) pandemic on the educational process in the country"s educational institutions" amended a number of decisions of the Cabinet of Ministers. He informed the members of the council about the requirements arising from these changes. He noted that students who have fulfilled all the conditions of the curriculum at the undergraduate level, including those who have successfully passed the current current certifications (subject certifications), are considered to have passed the final certification in accordance with the results obtained during the study (Overall achievement indicator). In accordance with the OAI, a state exam on the specialty is organized for students who do not agree with the results of the final state certification. At the undergraduate level, students are required to submit a dissertation (on paper or in electronic form) to a higher education institution only if they are required to complete a dissertation. Requirements for the content, writing and defense of the dissertation (online or traditional) are determined by the Scientific Council of the higher education institution in coordination with the Ministry of Education of the Republic of Azerbaijan. If both forms of final state attestation on the specialty (defense of graduation work or final state exam) are envisaged, the form of final state attestation is carried out at the request of the student as specified in paragraphs 1 or 2. The defense of the master"s dissertation at the master"s level is carried out at the meetings of specialized councils. Requirements for the content, writing, submission of a master"s dissertation (in person on paper or by mail) and defense (online or traditional) are determined by the Scientific Council of the higher education institution in coordination with the Ministry of Education of the Republic of Azerbaijan. Students who have fulfilled all the conditions of the curriculum for specialties (MBA) not completed with the defense of a master"s dissertation are considered to have passed the final state certification in accordance with the OAI.

In accordance with the OAI, a state exam on the specialty is organized for students who do not agree with the results of the final state certification. The rules of organization of examination sessions at the bachelor"s and master"s levels, current and intermediate assessment of students" knowledge are determined by higher education institutions in coordination with the Ministry of Education of the Azerbaijan Republic. In all cases, the general results of the current (whether conducted or not) and intermediate assessment of students are conducted on a 100-point scale. If students have any requests and applications (applications are accepted until June 5), summary lectures (free of charge) should be organized by educational institutions during August (3-4 weeks) of the current year. For students who are unable or unable to participate in the attestations (final attestation and mid-term assessment) organized as described in paragraphs 1-6 (August-September), an examination session should be organized before the beginning of the next semester. In addition, a student may take an exam in two subjects (once per subject) arising in the previous semester (semesters) without listening to the subject (s) in each semester. In all cases, the general assessment of the student taking the exam takes into account the results of the current assessment (if any) in the semester in which he / she is studying, and the credits earned are related to the semester in which he / she studied the subject (subjects). There is no charge for re-examination. The student who canceled before the beginning of the 2020/2021 academic year in September is also included in the list of students eligible for scholarships for the next semester. At the same time, he noted that during the examination session and the organization of the final state certification of specialties, it is necessary to follow the "Guidelines for the prevention of coronavirus infection (COVID-19) during examinations" (attached).

Giving detailed information on the events to be held in connection with the 100th anniversary of the Azerbaijan State University of Oil and Industry, vice-rector for Humanitarian Affairs Ramiz Huseynov said that President of the Republic of Azerbaijan Ilham Aliyev announced the celebration of the 100th anniversary of the Azerbaijan State University of Oil and Industry Signed Order No. 1801. Approval of the action plan in accordance with the order the Minister of Education of the Republic of Azerbaijan issued an order No. F-238 dated 18.05.2020. In accordance with the order, an Action Plan was prepared based on the Action Plan of the Ministry of Education of the Republic of Azerbaijan to hold the 100th anniversary of ASUOI at a high level at Sumgayit State University. We all know that Sumgayit State University has been operating as a branch of ASUOI for many years.

Associate Professor Ramiz Huseynov on behalf of the teaching staff of SSU congratulated the staff of the Azerbaijan State University of Oil and Industry on the 100th anniversary. He stated that it is intended to dedicate of one of the classes of the Heydar Aliyev School operating under the Heydar Aliyev Center to the 100th anniversary of the Azerbaijan State University of Oil and Industry, ensure the participation of SSU students in inter-university sports competitions on the anniversary, the Republican Futsal Championship to be held among students of higher education institutions, ensure the participation of SSU team in the championship, the participation of a delegation of graduates of Sumgayit State University in the ASUOI Alumni Forum held on the occasion of the anniversary, inform the Russian member universities of the Azerbaijan-Russian University Association on the occasion of the 100th anniversary, ensure the participation of the SSU delegation in the anniversary event, preparation of addresses and gifts on the anniversary, media coverage of the anniversary action plan.

Scientific Secretary Professor Mukhtar Samadov informed about current issues. He noted that the Scientific Council received a monograph and twenty-five subject programs for the right to publish. They were considered by departments, faculty Scientific Councils, and the Editorial Board and submitted to the University Scientific Council with a positive opinion.

After the discussions, it was decided to publish the teaching aids.
