On November 12, 2015,  the scientific-practical conference dedicated  to the 20th anniversary of Azerbaijan national Constitution” at SSU’s Heydar Aliyev centre with Constitutional Court of the Republic of Azerbaijan and Fund of Knowledge. Firstly, the leadership of SSU, professor-teacher staff and guests put flowers in front of the statue of Heydar Aliyev. The rector Dr.Elkhan Huseynov noted that legal and democratic state-building was in the agenda in the nineties of the last century and this was impossible without the Constitution which expresses people’s will.  Taking into consideration this factor under the authorship of National leader Heydar  Aliyev the first constitution of Azerbaijan Republic  was admitted with referendum on November 12, 1995.  The national  leader Heydar Aliyev noted in one of his speeches that he spent much time on the preparation of this document. He worked tirelessly on this document. He analysed the meaning of each and every word to ensure it is important both for today and future. “I signed this document with great comfort.  I consider that we have created political-legal document for today and for the future of Azerbaijan”. On February 6, 1996  the national leader Heydar Aliyev signed a decree about celebrating  12th of November as the Republic of Azerbaijan’s Constitution Day. This historical day is celebrated in our country for twenty years now. Professor Elkhan Huseynov stated that our Constitution has laid foundation for legal, democratic and secular state in Azerbaijan. “As a result of President Ilham Aliyev among 140 countries for economic growth rate.  I congratulate you with this holiday and I wish we would celebrate this Constitution Day in Nagorno-Karabakh”.  Durdana Mammadova, the head of the Constitution legal department in the office of Constitutional Court in her speech expressed appreciation to rector Elkhan Huseynov and noted that reconstruction works in Sumgait State University made a good impression on everyone. Then Mrs. Durdana Mammadova read the letter by Mr. Farhad Abdullayev,  the Chairman of the Constitutional Court of the Republic of Azerbaijan to the meeting participants. Dr. Jeyhun Karayev, PhD in law, the judge of the Constitutional Court of the Republic of Azerbaijan, presented a report about the role of the Constitution of the Republic of Azerbaijan in state-building”.
Then the reports by assistant professor Fakhraddin Nagiyev, the member of the Fund of Knowledge, PhD in Law, professor Hasan Sadikhov, the head of Philosophy and Law department in Sumgait State University, professor Ramazan Mammadov, vice-rector for science and innovations, professor Shirkhan Salimov, the head of European and American history department and assistant professor Amina Hasanova, senior lawyer of the university, were presented.
