On May 3, the next meeting of the Scientific Council of Sumgayit State University was held. Natig Talibov, vice-rector for Teaching organization and training technologies, opened the meeting with an introductory speech, greeted the members of the council and again brought the issues of the agenda to the attention of the members of the Scientific Council, and the agenda was approved.

Then the issues on the agenda were discussed.

In the 2022/2023 academic year, associate professor Sabir Khalilov, the head of the department of Doctoral and master"s studies, gave extensive information about the results of the scientific-research, scientific-pedagogical experience and certifications of the graduate students. He noted that, as  mentioned in the study program, the scientific-research and pedagogical experience of the second-year graduate students were fully completed according to the schedule.

After the discussions, the results of the attestations of the second-year graduate students were considered satisfactory in the Scientific Council of the faculty. The deans of the faculty and the head of the National Academy of Sciences, associate professor Sabir Khalilov, were assigned checking the master"s dissertations of the students, including passing them through the anti-plagiarism program, as well as identifying the talented, hardworking, and actively participating students in the public affairs of the university.

Associate professor Samir Orujov, head of the Scientific department, informed about the results of the business trip of the university delegation to Moscow and the upcoming tasks in order to exchange experience in the field of development of periodical and non-periodical publications of SSU in accordance with international standards and organization of efficient activities. He said that in order to achieve the goals of "Strategic Development Plan" of SSU for 2020-2025, and for expanding cooperation with the Russian Scientific Reference Index (SRI) and the Scientific Electronic Library (e-Library.ru)   the delegation visited Moscow . They took part in a scientific-practical seminar on "organizing of the library.ru platform" and discussed the possibilities of joint cooperation in the direction of the representation of the SSU "Scientific News" magazine in the section of the "e-Library.ru" platform. They discussed in detail the issues of organizing the students of that university to gain experience in the speech environment of the Azerbaijani language during one academic semester and to improve their speech skills at the meeting held at the Russian State Humanities University (RDHU).

Then, vice-rector for Science and innovations professor Ramazan Mammadov was entrusted to determine the sequence, systematization and goal-oriented implementation of the work done in the direction of the representation of SSU"s "Scientific News" magazine on the "e-Library.ru" platform"s Ядро РИНЦ (RSCI) section.

Professor Javanshir Mammadov, head of the department of Automation and management, director of the Innovation and Creativity Center, gave an extensive report about the state of the work done in the direction of preparation of startup projects, submission to national and international level competitions. He noted that the start-up projects of SSU students regularly won national and international level competitions and were awarded. The SSU team was among the 10 best teams in the 2022 EdTech start-up competition in Azerbaijan"s higher education institutions and in the start-up competition held in Hungary. He also emphasized that in the last years, 3 startup projects of SSU were represented at the ISEF Future Scientists exhibition held in the United States, 7 projects of SSU were awarded at the Scientists of Tomorrow 2023 ISEF competition, and 1 project got the opportunity to participate in the world championship to be held in America.

Professor Javanshir Mammadov was entrusted the submission of high-quality projects to republican and international level competitions.

Asad Mammadov, vice-rector for General affairs, spoke about the expansion of SSU"s cooperation with leading companies and enterprises of the country. He said that Sumgayit State University constantly focuses on the development of cooperation with private and state enterprises.For this a memorandum of understanding was signed on April 18, 2023 between SSU and Baku Higher Oil School and "SOCAR Downstream Management" LLC. Also, relations were established between SSU and SAIPEM, one of the largest oil and gas companies in Italy.

Faculty deans, heads of departments and heads of relevant structures were assigned to expand the cooperation of SSU with leading companies and enterprises of the country.

Later, discussions were held on current issues, Scientific secretary professor Mukhtar Samadov informed about some changes in the composition of the commissions of the Scientific Council of SSU. He proposed that professor Mahammad Ahmadov was removed from the Disciplinary commission operating within the Scientific Council of SSU and included in the commission on Education and Science. The subject and scientific supervisor of the dissertation of Khayala Hajiyeva, a former doctoral student of the department of Petroleum chemistry and chemical engineering, were approved in the new editorial office.

At the meeting, a discussion was held on the suspension of the Linguistic Center of SSU, and after the discussions, a decision was made to suspend the Linguistic Center.

Then the Scientific secretary professor Mukhtar Samadov made a speech regarding the granting of publishing rights (grif) to educational materials, he stated that the Scientific Council received 27 study materials, including 5 teaching materials, 1 methodical materials, 17 subject programs and 4 practical programs. After the discussions, permission was given to publish the educational materials.

Then,he announced that Rafail Mammadov, associate professor of the department of History of Azerbaijan and Eastern Europe peoples, Khayala Aliguliyeva, associate professor of the department of Solid State and semiconductor physics, Azamat Rustamova, associate professor of the department of Azerbaijani language and its teaching methodology have submitted their documents to the Scientific Council for filing petition before the HAC on granting the academic title of docent for their scientific and pedagogical activities. It was noted that the documents were prepared in accordance with the regulations.

After the discussions, based on the results of the secret voting, it was decided to submit a petition before the HAC to grant the title of associate professor to all three collegues.
