The socio-economic development of each country depends on the level of development of human capital. In this direction, the formation of highly qualified human capital is of great importance. Currently, one of the main goals of the state is to train young people to become professional specialists for local higher education and science institutions at the doctorate level abroad. For this purpose, the "State Program on increasing the international competitiveness of the higher education system in the Republic of Azerbaijan for the years 2019-2023" was adopted by the relevant Decree of President Ilham Aliyev. Recently, the list of candidates who won the title of program participant for receiving the last document on doctoral studies abroad within the  program for 2023 was approved. It is gratifying that in 2023, one of the young people who will study in the field of "Nature" specialization at the doctoral level in foreign higher education institutions that are in the "top 500 universities" in the relevant international rating systems within the framework of the "2019-2023 State Program" is, Togrul Sadikhov - a graduate of the faculty of Chemistry and  biology of SSU. He received his master's degree in molecular biology and genetics from Istanbul University, Turkey.

It should be noted that Togrul Sadikhov was also awarded the title of State Program scholarship holder for doctoral studies.
