Since our country has gained independence and achieved an economic social growth it has been made the significant steps in order to preserve the national spiritual values and to develop the scientific, education and sports fields. The international conferences and symposiums in the different fields were held in our country demonstrated to the world the economic potentiality of Azerbaijan as the fact of intellectual capital. Our country experienced successful achievements being in the war conditions and demonstrated its values from the point of view of cooperation and friendship. The scientific conference held from Nov 27 to 29 in our country dedicated to the “The perspectives and conditions of the cooperation between Russia and Azerbaijan in the field of science, education and culture” is one of examples accordingly. The president Mr. Ilham Aliyev has received the Russian delegation under leadership of Mrs. Olga Vasilyeva, the minister of education and science of Russian federation in Nov 27. 

The head of the country wished that the visit would be interesting. He noted that there are many subjects to be discussed in the field of science and education, and also he noted that mutual relationships in the different directions including education are under the successful growth. Touching on the traditional character of the relationships he namely notified that our countries were not only preserved those traditions but also strengthened them in the past 25 years. The president said that it covers both high and comprehensive education fields. It was emphasized that the students of Azerbaijan are studying at high schools in Russia and already it is possible to study in the Russian University, established in Azerbaijan. The president noted that the  branches of two Russian Universities are under the successful action and the minister will get a chance to be acquainted closely with duly possesses during her stay. Mr. I. Aliyev expressed his hopes for the rational discussions between the education ministries concerning the strengthening of mutual cooperation relationships. While the pep talks the minister Mrs. OlqaVasileya said: - “I express my deep thanks for the created chance to visit your beautiful country. ” She stressed on necessity of continuation of traditional cooperation in the field of education. Meanwhile, speaking about the relationships in the field of high and comprehensive education she expressed her satisfaction of successful activity of the Baku branches of Moscow State University after Lomonosov and the first Moscow State Medical University after Serchenev. Sharing on the points on development of Russian language she noted that it is one of the facts that to strengthen the friendship of our nations. Mr. Vasilyeva has offered to open Philological group in Moscow State University after Lomonosov by taking into account a big number of pupils studying in the Russian sectors in Azerbaijan. An importance of technical support to teach Russian language in Azerbaijan and to teach Azerbaijani Language in Russia, namely in the regions inhabited by azerbajanians was the matter of discussians. It was spoken about the necessity of the conference to be held in Baku by Russia and Azerbaijan Association of Universities. The development of the cooperation between the universities, preparation of personnel in different fields and meanwhile, in the agricultural field are a great of importance for mutual exchange of experiences. In Nov 27 the delegation under the leadership of the minister Mrs. Olga Vasilyeva arrived in Alley of Honor and memorized with deep esteem the national leader and the architect of Azerbaijan Government Mr. HaydarAliyev and put the flowers on his grave. The spectacular ophthalmologist Mrs. ZarifaAliyev was memorized as well. Afterwards, the guests went to the Alley of Martyrs and memorized the heroic suns of the country sacrificed their lives for the sake of integrity and independence of Azerbaijan. In the rest the scientific conference dedicated to the perspectives and conditions of cooperation between Azerbaijan and Russia in the field of science, education, and culture took place at the Marriott Hotel by the participation of representatives of ANAS, public figures, rectors of the universities and others. 

Making an opening speech the minister of education Mr. Mikail Jabbarov has welcomed the guests to the conference and spoke about the efficient cooperation in the field of education between the countries and emphasized an importance to develop those relationships accordingly. The speaker noted that the cooperation relationships founded by national leader Haydar Aliyev and successfully run by the president Mr. IlhamAliyev are under the efficient growth and strengthening. It was noted by the minister as well that to study the Russian language in Azerbaijan is based on multiculturalism principles. 90 thousands pupils of 16 schools are studying in Russian sectors. And 450 thousand pupils are studying the Russian language as the foreign language. The Russian language and literature is allotted by the special attention. In its turn, it is one of the successful steps towards our future cooperation. Currently, the relationships in the field of education are experiencing a dynamic growth and an example is the opening of two Russian universities in Azerbaijan and the opening of the branch of Azerbaijan State Economic University in Darband. 

The minister of science and education of Russian Federation, Mrs. O. Vasilyeva noted that Russia pays a big attention on cooperation in the different fields including science and education with Azerbaijan. She informed that 12 thousand Azerbaijani students are studying in the universities of Russian federation. During the 2017-2017 years 351 citizens of Azerbaijan have been enrolled to the Russian high schools. Mrs. O. Vasilyeva mentioned while her speech that Russia interested in cooperation in the field of education with Azerbaijan. “If the parents take the initiative the schools in Azerbaijani language can be opened. An opening of Azerbaijani schools in Russia depends on parents”. During the conference the online communication has been made with Darband branch. The rector of UNEC, Professor Mr. Adalat Muradov widely spoke about the different directions of scientific activity of university. The co-chair of Azerbaijan, the rector of SSU Mr. Elkhan Huseynov and the co-chair of Russia, the rector of USOTU Mr. Ramil Bakhtizin both emphasized that mutual relationships in the different fields including  education are under the successful growth.  The speaker expressed his pleasure to welcome the guests in our country of friendship, hospitality, tolerance and multiculturalism. The rector noted that during the speeches the president Mr. Ilham Aliyev said: “Azerbaijan will reach its development by the way of culture, education, and science”. It is not only the social but also an economic indicator of our country. 

The cooperation between Russia and Azerbaijan in the field of science and education is one of the key directions of the relationships.” I would like to note that Azerbaijan is saving the Russian as the international language and is one of the countries to preserve the Russian teaching since the post soviet union. Besides, the Russian language centers are established in order to strengthen and develop the cooperation between our countries in the future. From this point of view, Sumgait State University under my leadership has founded the Linguistic Center. In the meantime, so-called center “Russian World” has been founded in Baku State University as well. All of these processes are bring about an improvement of Russian language knowledge level in the universities and it is the main target to increase the language flexibility of the masters in the future. As it known the program to teach and to study Azerbaijani language is under the action in Moscow Linguistic University. We would like mostly that the other universities of Russia to own an experience of Azerbaijani language teaching. By our sides we are ready to supply this program by the textbooks and methodical materials and meanwhile, to arrange the official trips of our professor and lecturer personnel accordingly. This fact can serve as the prove of our cooperation. I guess that the roundtable discussions to be held in Nov 29 within the range of the conference will be dedicated namely to the subject on “Russian language teaching in Azerbaijan and Azerbaijani language teaching in Russia” said Mr. Elkhan Huseynov. 

“The cooperation between Russia and Azerbaijan in the fields of science and education has got a deep history and it is important to develop the present relationships in respect of common interests. The achievements show that Azerbaijan and Russia is nearby the creation of the united educational space. It is known that this process is long-term, but we predict the attempts in order to create different associations and unions to stimulate exchange of experiences and integration of the fields on science and education. In this respect one of the subjects of the conference is the perspectives and problems on arrangements of united education space and meanwhile is the realization of the project on equivalent diplomas of both countries to be given to the students. This matter is included into the agenda of joint actions but it needs to be approved legally at this stage. I would like to add that an agenda of Joint Actions and the report for realization of these actions was displayed in the websites of Sumgait State University and Ufa State Oil Technical University”. 

The mutual attempts at any field always bring about the growth of economic innovation and intellectual potentiality of the country. I believe that it is very important task and the future cooperation of Russia and Azerbaijan in the field of education will allow overcoming it. The consolidation of educational relationships between our countries will bring about the wellbeing of our states. 

The rector of USOTU Mr. Ramil Bakhtizin namely pointed out the matter on the expansion of the relationships. By the end of the scientific conference on “Perspectives and conditions of cooperation between Russia and Azerbaijan in the field of science, education and culture” went on with the reports of the rectors and vise-rectors of different universities and concluded by the discussions on upcoming tasks and exchange of minds.
