On October 28, the meeting was held at the University with PhD candidates who have not defended the dissertation with participation of rector, vice-rector of university and scientific heads of PhD candidates.
Head of Doctorate and Master programs office, associate professor Sabir Khalilov reported the rector on PhD candidates who have graduated the doctorate (in 1987-2016), but have not defended the dissertation and notified that, there are 217 PhD candidates on Sumgayit State University, whose dissertation subject were affirmed, but were not defended. At present 90 researchers on 18 majors are studying doctor’s degree. 8 of them are continuing their education on PhD program, 39 persons study full-time, 36 part-time. 7 persons conduct scientific-research work on doctor of sciences program. Remaining 137 researchers have graduated doctorate. 59 of them (43 percent) are the personnel of Sumgayit State University. 17 employees of SSU are PhD candidates of other higher educational institutions, but they have not defended their dissertations. So, 76 employees of university have graduated doctor’s degree, but they have not defended the dissertation, this means about 13 percent of university personnel.
The rector of university Elkhan Huseynov greeted the guests at the event and mentioned that, involving students to scientific-research work is one of the main duties of university. He noted the importance of State Program “Azerbaijani youth in 2017-2021” and “State Strategy on development of education in Azerbaijan Republic” approved by proper orders of the President. The purpose of State Program is to realize youth strategy more efficiently, to provide all conditions for active participation of youth in various fields of society and support them for discovering their creative and innovative potential. Several events are held by Ministry of Education in higher educational institutions for PhD candidates: the numbers of scientific publications are increased, scientific conferences are organized, library funds are enriched, republican scientific conferences of PhD students and young researchers are held on all fields of science every year. All these factors contribute to the improvement of knowledge and skills of young researchers, as well as stimulate their scientific activity. Significant steps are explored for developing the interest of students to scientific work. Improving the quality of scientific-research works, especially dissertations is of great importance for solving current problems. Conducting seminars on research topics of PhD candidates, organizing meetings with experienced scholars, running conversations on international conferences pave the way of young scholars to international scientific environment. Substantial achievements are gained in establishing relations with higher educational institutions of republic and foreign countries. The quality of education in bachelor, master and doctor’s degrees are improved. The requirements of Bologna process are fulfilled, international collaborations are expanded. There is an important responsibility on our students for continuing our achievements and formulating future cadre potential. We believe that, you will defend your scientific work within a short time and will take your worthy place at the university.
Vice-rector on Science and Innovations Professor Ramazan Mammadov emphasized that, one of the objects of realized reforms conducted for development of Azerbaijani science is to stimulate scientific activity and the role of youth in growth of science and education. He notified that, our university provides all circumstances to involve young scholars to scientific-research work.
Afterwards, the rector listened to the PhD candidates and scientific heads, gave them tasks and recommendations.
