At a time when historical justice has been established and the source of our people's pride has been strengthened, unbreakable ties have been established between the people and the government, the nation and the state are united as a fist.

After the 44-day Great Karabakh Victory, which began on September 27, 2020, it has become an objective necessity to improve the economic development model of our country in accordance with new and objective realities, to regulate forms of governance more flexibly and effectively. Despite the liberation of our lands and the dismantling of the fascist Armenian occupying army, the Armenian leadership signed a surrender agreement, the revanchist forces and their hypocritical supporters rooted in various leading countries, introduced double standards into public policy and pretended to be "angels" of peace. Leading politicians and international organizations still do not want to reconcile with the liberation of our lands and continue to resort to provocations. In such a situation, the most appropriate response to such forces and revanchists is to improve the governance structure of the region and make decisions based on historical justice, facts, the rapid revival of the liberated territories, the creation of infrastructure and the necessary measures to accelerate the great return.

In such a difficult situation, President Ilham Aliyev signed a very important decree approving the new division of economic regions and launching the renewal of strategic mechanisms for managing the country's economy. Thus, the new division of economic regions in the Republic of Azerbaijan was approved by the decree of the President of the country dated July 7, 2021. The decree states that large-scale measures are being taken to restore the liberated territories, ensure their future development, create the necessary infrastructure and return the population to their native lands.

Surrounded by a mountain range, Zangazur district was established in 1861 and now includes the districts of Zangazur region located in the territory of Azerbaijan, as well as adjacent to Karabakh - Kalbajar, Gubadli, Jabrayil, Lachin and Zangilan. Approaching in the context of these historical facts and factors, it was important to adapt and regulate the principles of economic zoning in the region to modern realities. Therefore, the decree of the President will regulate these issues, create a new division of economic regions, increase the competitiveness of the country's economy, accelerate the reintegration of liberated territories into our national economy, and organize planning and forecasting activities at a higher level. In addition, the role and importance of new economic regions will increase in attracting more foreign investment, targeting domestic investment in a targeted and efficient manner, creating new sources of funding, and diversifying the structure of value added.

It should be noted that the new principle of economic zoning will create additional opportunities to increase economic activity and increase the efficiency of public investment throughout the country, the development of entrepreneurship and business in the country's regions, accelerate socio-economic development, diversify incomes and improve living conditions.

In the current situation, the territory of the East Zangazur economic region, defined on the basis of a new division, has great natural and economic resources, as well as potential for the development of various sectors of the economy, including industry, tourism, agriculture and agrarian sector, primarily crops and livestock. It is true that Armenian vandals and barbarians, with the support and illegal investments of foreign patrons, managed to plunder the natural resources of Zangazur, but we are sure that they will soon have to pay the price for these crimes. Zangazur copper-molybdenum plant, the largest industrial enterprise in Armenia, which has established a huge business in Zangazur district, paid 63 million in taxes in 2020 and is the third largest taxpayer in Armenia. The operation of this plant is also a source of environmental disaster in the region, as industrial waste and toxic compounds are discharged and dumped into the Oxchuchay without treatment. Recently, prominent public figures and specialists of our country have been making appeals and calls to international organizations about this environmental disaster. The goal is to prevent the ugly and criminal actions of Armenians and restore the ecological balance in the region.

Establishment of the East Zangazur Economic Zone increases Azerbaijan's strategic role in the world by five times, as there are strategic goals in reviving the new economic zone, accelerating the integration of Turkic-speaking countries through the Zangazur Corridor, increasing freight between West and East, North and South, expanding international trade, transport and Due to the significant development of the logistics sector, a real potential will be formed to increase the competitiveness of our country, as well as its political and economic power.
