Integration of higher education into the world education system and European higher education area in our country also contributes to the creation of modern educational conditions at Sumgayit State University and the development of science. The achievements of the university with high information technology, favorable learning environment, and scientific potential are growing and improving every year. By the decision of the Higher Attestation Commission under the President of the Republic of Azerbaijan in 2018, the Dissertation Council FD.02.193 was created for the first time in the history of the Sumgayit State University to organize the defense of doctoral dissertations in specialties 3337.01 - “Information-measuring and control systems” (on fields) and 3303.01 - “Chemical technology and engineering”.

As a continuation of this success, according to the decision of the Presidium of the Higher Attestation Commission under the President of the Republic of Azerbaijan (protocol 14-R) dated 27.12.2019, Dissertation Council FD 2.23 has been established for the defense of doctoral dissertations in the field of chemical science at SSU on specialties of 2306.01 – “Organic Chemistry”, 2314.01 – “Petrochemistry”. By the order of the Higher Attestation Commission № F-156 dated December 28, 2019, the composition of the Dissertation Council was approved by 12 members. Honored teacher of the Republic of Azerbaijan Doctor of chemical sciences, Professor Akbar Ali oglu Aghayev was appointed the chairman of the Dissertation Council, Doctor of chemical sciences, Professor Agha Mammad oglu Mustafayev-deputy chairman, candidate of chemical sciences Musa Musa oglu Mustafayev- scientific secretary.

FD 2.23 Dissertation Council, which is one of three new Dissertation Councils, established as a logical continuation of the care and attention of the university administration to the training of scientific personnel in the PhD and Doctor of Philosophy programs, will function until 01.11.2022.

The first meeting of the Dissertation Council was held on January 31, 2020. Organizational issues related to the activities of the Dissertation Council were widely discussed at the meeting.
