Rector Professor Elkhan Huseynov opening the seminar noted that attention and care for children, teenagers and youth are priorities in state policy. One of the main responsibilities of every state is to ensure healthy future of people. A policy that was founded by the National leader Heydar Aliyev and carried out by President Ilham Aliyev considers a special care for children. The same policy is being conducted for children, especially for those who are sick and homeless by first vice-president Mehriban Aliyeva. Heydar Aliyev Foundation implements events related to children with various diseases not only in Azerbaijan, but also in other countries. 

Rector wished young people to avoid drug addiction which is today’s great trouble and morally and physically harmful. 

Speeches were delivered on some topics: head of pedagogy and psychology department, docent Aytakin Mammadova “Mental retardation and oligophrenia”; a teacher of pedagogy and psychology department Rima Ayyubova “Autism and its symptoms”; senior lecturer Sevar Mirzayeva “Down syndrome and its symptoms”. They noted that one of the actual problems of Correctional pedagogy is the problem of mental retardation. This problem is tightly related with the health of children, at the same time with education and school failure. Mental retardation (MR) is retardation of the development of mental functions and for this reason falling behind the age norms. MR begins to improve in early ages, but the symptoms are going to decrease by the growth of child. For the correction of MR the participation of psychologist, speech therapist, doctor, teacher-defectologist and other specialists is needed. The syndrome of Autism is widely spread all over the world and also in Azerbaijan. These children seem like normal persons, but they have various autistic symptoms. The parents of such children have to contact with the specialist if they have doubts of the symptoms. The other severe syndrome is Down. People with Down syndrome have an extra chromosome that impacts how a person looks and their ability to think, learn, and reason. The main purpose of holding the seminar is to attract the attention of the society to this problem and to enlighten everyone.
