Youth policy is a system of measures aimed at the creation of social-political, socio-economic, organizational-legal conditions and guarantees by the state in order to ensure the comprehensive development of young people and their active participation in the life of society.

The formation and implementation of the state policy on youth in our country is connected with the name of the National Leader of the Azerbaijani people, Heydar Aliyev. The great leader Heydar  Aliyev considered the proper conduct of youth policy in the country was important and said: "For me, the dearest blessing is the children and   the youth of Azerbaijan. The future of Azerbaijan depends on the youth and children of Azerbaijan.

The main factor of the development of the new generation is ensuring the participation of young people in the socio-economic, socio-political and cultural life of the state and society. For this purpose, many series of steps were taken by the leadership in our country. By the Decree of the President of the Republic of Azerbaijan dated July 26, 1994, the Ministry of Youth and Sports was established in our country. "Each Azerbaijani youth should think about today and the future of independent Azerbaijan above all else," said the Great Leader, who laid the foundation of the ministry in question. In 1995, the National Council of Youth Organizations was established. In order to increase the role of Azerbaijani youth in the development of society and solving many important problems.Thus, on February 2, 1996, the First Youth Forum was held. The First Forum played an important role in determining youth policy in Azerbaijan.

On February 1, 1997, the great leader Heydar  Aliyev, who received a group of young people on the occasion of the anniversary of the forum, signed the Decree on the declaration of February 2 - Azerbaijan Youth Day.

The youth policy of the Great Leader Heydar Aliyev included 5 important directions:

1. To increase the role of young people in protecting our national and moral values

2. To ensure the upbringing of the young generation in the spirit of patriotism related to our historical roots

3. To carry out serious educational and cultural reforms to increase the scientific and intellectual potential of young people

4. To mobilize the youth to unite in a single force in defense of our independence

5. To significantly increase the role of young people in public administration and to develop their sense of responsibility

The policy implemented in this direction by President Ilham Aliyev, who always keeps in mind the solution of family and household problems of young people, is highly valued by the country's youth. Supporting the proposals and initiatives put forward by Mr. Ilham Aliyev in his meetings with the youth and finding solutions in real life is an expression of the state's concern for the youth.

During the 44-day Patriotic War, we witnessed the unity of the youth in defense of our independence, which is one of the important directions of Heydar Aliyev's youth policy. As a result of the leadership of the Supreme Commander and bravery of the young soldiers of Azerbaijan, our lands were freed from occupation. President Ilham Aliyev also spoke about the bravery of our youth in battles during the war and highly appreciated their sacrifices for the motherland.

As a result of the conducted policy and work, we can say with complete certainty that today the youth of Azerbaijan has gained an enviable reputation among the youth of the world with its intellectual, creative and moral-ideological maturity.
