President Ilham Aliyev signed a Decree on some measures related to the improvement of management in the field of science and education in the Republic of Azerbaijan
In order to strengthen the interaction between science and education and improve management in these areas, it is decided by decree:
- The Ministry of Education of the Republic of Azerbaijan shall be called the Ministry of Science and Education of the Republic of Azerbaijan (hereinafter - the Ministry).
- The powers related to the implementation of state policy and regulation in the field of science, coordinating and directing the scientific activities of scientific institutions and organizations should be entrusted to the Ministry.
- The following Agencies should be established under the Ministry:
- State Agency for Science and Higher Education;
- State Agency for Preschool and General Education.
- The list of scientific institutions and organizations of the Azerbaijan National Academy of Sciences subordinated to the Ministry of Science and Education of the Republic of Azerbaijan, as well as other institutions, should be approved (added).
- The National Museum of Azerbaijan History of the Azerbaijan National Academy of Sciences, the National Museum of Azerbaijan Literature named after Nizami Ganjavi and the House Museum of Huseyn Javid should be subordinated to the Ministry of Culture of the Republic of Azerbaijan together with their properties.
- Cabinet of Ministers of the Republic of Azerbaijan:
- within three months:
- to prepare a draft of the new statute and structure of the Ministry, as well as the statutes of the Agencies created by clauses 3.1 and 3.2 of this Decree and submit it to the President of the Republic of Azerbaijan;
- to submit proposals to the President of the Republic of Azerbaijan regarding the improvement of normative legal acts in the field of science and education, taking into account parts 1-5 of this Decree;
- to approve the total number of employees of the Ministry's Office and institutions included in its structure, as well as the list of subordinate institutions not included in the Ministry's structure, and inform the President of the Republic of Azerbaijan about this;
- in accordance with the 4th part of this Decree, to take measures regarding the transfer of the state property of the scientific institutions and organizations of the Azerbaijan National Academy of Sciences subordinated to the Ministry, as well as other institutions, to the balance sheet of the Ministry;
- taking into account parts 4 and 5 of this Decree, approve the new structure of the Azerbaijan National Academy of Sciences and the number of employees within three months and inform the President of the Republic of Azerbaijan about this;
- to solve the necessary financial and material and technical support issues, taking into account paragraphs 3.1 and 3.2, ¬4 and 5 parts of this Decree;
- to resolve other issues arising from this Decree.
- Ministry:
- to prepare and submit proposals to the Cabinet of Ministers of the Republic of Azerbaijan within six months in order to optimize the number of subordinate institutions and increase the efficiency of their activities in accordance with the 4th part of this Decree;
- to resolve other issues arising from this Decree.
- Azerbaijan National Academy of Science:
- to submit the new Charter adopted at the General Meeting to the President of the Republic of Azerbaijan within three months, taking into account the 2nd, 4th and 5th parts of this Decree;
- to resolve other issues arising from this Decree.
- The Ministry of Culture of the Republic of Azerbaijan should take necessary measures to resolve the issues arising from this Decree.
